The proposed legislation is loaded with incentives and financing vehicles that could act as a catalyst to move the country toward a more sustainable and energy efficient future for both the public and private sectors. The Community Greenhouse Foundation feels these incentives are an opportunity communities must take advantage of. It's time to “roll up our sleeves” and educate, facilitate and prepare the governmental and private sector for the Recovery Program. It is vital for these groups to be prepared for the opportunity which will facilitate the time frame to “get the funds on the street” and move America to energy efficiency.
Richard Evans managed the development, operations and sales for both private sector and non-profit organizations including the management of federal, state and county contracts. The organizations specialized in the training, employment and service sectors related to the real estate, construction industries and economic development.
Through his leadership on Federal Empowerment Zone contracts he has managed the training and employment of over 3200 individuals over a two year period. The customized training models combined with On-the-Job performance based pay incentive programs fashioned by Evans provided the model for performance based contracting between industry and state welfare programs. He has developed and managed construction projects in both the housing and commercial sectors focused on creative “green” financing targeting economic development through Public-Private partnerships.
Richard Evans has over 20 years experience in program and project development specializing in creating “economic engines” in Public-Private partnerships.

“The seminar converted the legislation into language that we could understand and directly laid out how to develop our programs to capture funds for utility upgrades,”
